BasicsStats: Spec is raw damage increase, and specifically you need enough to fill Death Orbs in a single rotation of skills. 1600+ should get you there and after some people would argue you can stack more crit but realistically additional spec will give you more overall.

Engravings: The listed Engravings are the IDEAL 5x3+2, that being said RE3 is completely viable and depending on your Rock as well as potential Ancient Accessories simply find your balance of Adrenaline 1-3, RE1 OR 3, and CD 3 (KBW is also viable in place of CD but not as efficient with most Crit Rates).
Cards: LOS30 > LOS18 > Deep Dive > LWC 7% > Max HP
Use some judgement here since each has differing awakening points they may shift left to right
Skills: Fatal Wave is 100% a filler skill and in a perfect scenario will rarely be used. Moonlight Sonic is a viable alternative but both are pretty non ideal. Fatal Wave will benefit from back attack but not Super Charge, where Moonlight will benefit from neither. At lvl 10 cd gems Fatal Wave can fill the very minor gap after Spin Cutter but in real raid scenarios where you don't have 100% uptime you'll rarely use it except to top off orbs because misses.
Gems: First of all this site does not have a spot to put the Lvl 10 Damage gem for Surge. After adding that the gems here are correct for optimal performance, RE in a target dummy situation is only 6 effective gems. This doesn't mean you shouldn't use some others for damage or cd but you'll experience VERY minimal performance improvement from them. Example being CD for Void Strike and Soul Absorber in case you miss and are struggling to get back in to rotation. Even with Lvl 10 CD on Maelstrom and Blitz Rush there's always a small gap in the rotation as well.
Rotation
Remaining Energy has a very consistent repeatable rotation with no variation unless you miss.
1. Spincutter (You can hold to fill time or tap to apply Synergy if skills are available)
2. Fatal Wave (Skip entirely if possible due to cooldowns)
3. Blitz Rush
4. Maelstrom
5. Soul Absorber
6. Void Strike (Move this up one if you think boss may move to hopefully land your third Tripod)
7. Surge
That's it. You just rinse and repeat over and over from there. The trick of Remaining Energy is UPTIME. Good luck hitting the back.
